BM3.8 Radius unable to find authentication rule

We upgraded BM3.7 to BM3.8 ok. Then we upgraded the underlying NW6.0sp3
to NW6.5.
Now each remote client who tries to login (NDS only) shows "unable to
find authentication rule" on the console screen.
What's happening and how can I fix it?

We rebuilt the LPO,etc. using ConsoleOne1.3.6 and now all is ok.
