To add to Aaron's response, the way groupwise works might cause that
you don't see any increment in free space.

GroupWise stores a message once and then other users in the same post
office get a pointer to that message. So moving a user out of the post
office doesn't mean that the actual message gets deleted as other users
still might have pointers to it.

I've had it in the past after moving all users out of a PO and still
have 8GB left of data :)

Never had any complaints after I deleted the PO as long as the user
moves are completeled successfully.

Theoratically yes, practically most likely not as there might be
orphaned messages etc.
