And you are sure it isn't running? Sounds weird if it happens after a server restart.
Comment out any GWIA load lines and restart the server, then try starting it manually to see if it is a rights issue or some such.

Also check the 000.prc directory in the GWIA directory under the
domain/wpgate structure for a file called 'proc'. That is what the GWIA is
seeing, that file should only be there for a running GWIA. So if the GWIA
isn't running, delete that file
