stop INCOMING emails to users

After closing a department at the beginning of the year I am left with 30 or
so user accounts to deal with.

These users have tons of shared folders and documents and we have been busy
with other issues so it may be weeks before I can sort out properly.
Is it possible to stop incoming emails to these accounts so I don't need to
deal with the shared folders and documents just now??

You can easily block incoming Internet messages by creating a new class
of service in GWIA denying SMTP inbound. That won't stop anyone
internally from sending to them, though you could at least change their
visibility to "none" so that they don't appear in the system address book.
