disassociate NDS and Groupwise account of the user who cannot login through LDAP, then reassociate.

something is wrong with the password then. Check the NMAS policy assignment and/or change the password.
honestly I have no idea. I'c compare the two user objects with an LDAP browser and also try a bind with an LDAP browser. Maybe that gives us more hints. I don't think it is a generic Groupwise problem.
