c022 indicates severe and often irrperable damage to a userdb.

If possible I'd archive everything they have, delete the user, create a
new user and unarchive (using fid archive editor)

I actually strongly doubt (assuming you are doing this client/server
(and in fact you were using soap before this issue occurred too) that
BES is at all relevant.
