Yep, it is possible for that to happen, FIDs should only be unique within
a single post office.

As for moving a user, if their current fid already exists within the
target po, then they will get a new unused one as part of the move process.

So, there is nothing really to fix

But, I didn't really understand this bit

Several users are missing their file IDs.

These are users with GW accounts ?

And to add to Dave.....

Be *VERY* careful with having archives on the same network drive for
the users in those two PO's
