Are there any errors in /var/log/boot.msg?
Also, which specific patchlevel of OES2 & GW?

Do this and see if it works:
insserv -r /etc/init.d/grpwise
insserv /etc/init.d/grpise
The first will 'remove" the grpwise script from the startup in case it is
there, but not working properly, and the second should readd it.

I've exactly the same problem (Sles10Sp2+Oes2Sp1)
I just tried what you suggested, but the 2nd line (re-adding it ?) results in :
insserv: script grpwise: service grpwise already provided!
insserv: exiting now!
Also, looking at ChkConfig I find a "grpwisemin" which I have no idea what it is : could it be interfering with the startup of "grpwise" ?
chkconfig -l | grep grp
grpwise 0:off 1:off 2:off 3:on 4:off 5:on 6:off
grpwise-ma 0:off 1:off 2:off 3:on 4:off 5:on 6:off
grpwisemin 0:off 1:off 2:off 3:off 4:off 5:off 6:off
