How many servers, how many MTAs? Also, what does "interoffice" mean
exactly? Are the users that can't mail internally to others on the same
PO?

And userA can't send mail to userB internally? In that case something is
so seriously foul that I can't even remotely begin to imagine what it
might be. In theory, being unable to send to users on the same PO
(without error message) is entirely impossible.

Both internally and external? Still makes no sense whatsoever. Interpo
mail is and can only be delivered instant, or not at all (with error).
