Maybe that was unchecked since the last restart of the LDAP service and
has not, therefore, been applied. Also there is an option under 'Bind
Restrictions' to require TLS for everything, I believe, and not just binds
with passwords. Post the output from the server-side LDAP trace (via
ndstrace) for more thoughts after trying those.
