I have a shared folder, with full rights to users.
within shared, i have a confidential folder, and using the IRR, i'm blocking
all rights to this folder.
I have added specific users as trustees...
however, everyone in the company continues to write to this folder, no
rights are blocked
what am i doing wrong?

I assume you mean IRF. As John suggests, your users probably have S NDS
rights to the volume object or server object, which automatically flow down
into full file rights to the volume.
