client not asked to password ,,grace logins??

have made all users using the same templates as previous years ,they have a
blank password and usually they get asked to choose password on their
initial login (win98 novellclient 3.3)

Netware 6sp3 with edir 8.7 and has worked in the past
Only changes have been trying to implement webaccess and ssl which am
having some success with
but not sure how that would relate to problem
any ideas ,
User properties show grace logins as a blank and have tried setting to 1 etc
,doesnt seem to be reading it properly
