Error "not able to bind to specified port" when runnig STRTWEB

Things were running fine until a reboot of my NW 5.1 SP5 w/ GW6 SP3 system.
Now, when I issue the STRTWEB command, it tries to load but bombs out with
an error of "not able to bind to specified port", when I check out that port
with TCPCON, it is available and in a state of "listening". What can I do
to get this running again? Everything else in GW is running properly, just
not the webaccess portion.
