Some users can not log into webaccess

We upgraded from 6.0 to 6.5 but did not update the web access piece.
Users were able to get in but an old user who had the 6.0 client on his
workstation tried to use web access but his login was rejected.

We then uninstalled his old GW client and installed the 6.6 client and
now he is able to login to web access.
What could the reason be?
