Quotation marks in the From field

When receiving emails from external sources the email address in the from
field of the client is showing with quotation marks.
EG. "joe soap" <joe....@washing.com>

Does anyone know why this is the case?

I see the same when users add their middle initials into their name,
or Jr/Sr/II/III etc...
