mailbox stuck at bottom

OK, the dern mailbox folder is stuck at the bottom. This is my second user
in 4 years to get this, and it's annoying - nothing you do will get the
folder to move out of "last" place. The domain is healthy, the PO is
healthy, the user DB runs "clean" to a structural-rebuild.

I know there is a tid

has a "solution" for this, but has anyone found a better option?
Archiving all the users mail (they are in a remote office) is such a hassle!

Click: Edit, Folders.
Can you move it up?
