Setting up document libraries for the first time....

of GroupWise 5.5 in our company. We currently have one primary domain
and about 25 or so secondary domains.
What we ideally want to do is to turn on document libraries in one of
our remote post offices and allow only those local users to access the
library on that post office.
The last time I turned on a document library as a test on our server,
every single domain had access to the document library in the whole company.
Thinking of the situation we have, though, if a document from a library
were to be forwarded to someone in an e-mail message, they would need to
have at least read access to the document library in order for them to
be able to view attachments.
I guess what I am really trying to do is to create a Document Library
and make sure only the users on the local post office can create
documents to it. I also want to make sure clients on other post offices
do not default to it because it is the only document library present.

You just need to change the "library rights" when you create the
library. By default everyone has access to do everything in a
library. So when you create it, access the library rights tab,
take away public rights, and instead give rights to only the PO
that you want to have access. All the users will be able to "see"
the library, but if they don't have rights to add documents then
they can't put things there you don't want.
