URL with port 8080 and 504 Gateway Time-Out

We have BM 3.9 and use port 8080 for our Proxy server. A County in
California has a Case Index lookup that uses port 8080 in their URL:

When we try to access this site from within our environment, we receive
the following error:

What entry would we place in our Proxy Exceptions to handle this???
