Sounds like a tcp issue. I've seen that problem in the past, though
not for years, and I'm pretty sure at the time it was an issue with a
NIC driver.

Check the BM tuning to start with - see tip #23 at the URL below, and
be sure to go through the steps needed in BMgr setup. Also, use BM39p2
and the post-sp2 IR1 patch as well.
However, look very closely at tcpip, winsock and lan driver patches.
Shouldn't hurt to reapply SP8 either.
