What version of iManager? (IManager framework version number in
installed plugins?)

If you have an old version of iManager, you may have problems
configuring the traffic rules or access rules on BM 3.9sp2. Try more
than one version of iManager (try other servers, try downloading a
Windows version on a PC), and make sure they are patched as far as they
want (need) to go, which is 2.7.3 and a bunch of updated plugins.

Check that the NJCLV2.JAR file was in the
SYS:tomcat\5.0\webapps\nps\WEB-INF\lib directory on the NetWare server.

What i said, schema problems. Re extend the schema. On the overlay sp1
cd, /vpn/system/schema, execute vpnextnd.ncf.

That was not necessary if you have used the one from overlay cd as i
mentioned. This issue was fixed on the overlay cd.
Anyway, glad it is working now.
