It sounds to me as if you're trying to manage BM3.9 with Nwadmin. That's
a no-go, nwadmin is totally useless for BM3.9. You must use iManager.

These should be fine, so I think you probably have RBS setup in
iManager, so you would have to update or install your RBS tasks.

Yes, if you get an error in iManager telling you to run fillattr.

I think you are missing a parameter at the end. You need to also put in
a starting context where the utility looks for access rules to convert.
(At least the ou holding the server...)
