BM as proxy only

As my webfiltering (Smartfilter) expired and the Mcaffee cost of renewal is
prohibitive,
we decided to go with Fortinet appliance that was way cheaper

Can I just use BM as proxy only?
So no authentication (that is to be done on the Fortinet - how I do not yet
know, as I will get it only later this week),
just acting as proxy, so no need to make any changes to the user configs

And I tried really hard with Fortigate 224B in front of BM

FG works as designed,
- scenario 1:
if I make it the default GW & use no proxy, all the identity based filtering
rules are applied as I want them to

- scenario 2:
If I use proxy (and the firewall rule on FG is still the same = all to
Internet http & https allow) with NO identity rules checked on FG then it
also works

- scenario 3:
But if I use proxy (and the firewall rule on FG is still the same = all to
Internet http & https allow) WITH identity rules checked on FG then NOTHING
works!!!

And I can not "see" what is not happening
