All you need to do is use a Nwadmin32 with BM3.8 (not 3.9) snapins to
manage your old ACLs.

Have you run fillattr and pointed to the upper context to convert older
acl's to 3.9 format?

(3.9 will use either format, though it wants you to use iManager/new
format).
