Hotmail may very well have multiple interlacing URL's coming together
on a page, involving both HTTP and SSL, and some odd port numbers. The
way I would proceed would be to try to access it and look closely at
the common log results for each attempt. You find some URL blocked,
you add in another access rule to allow it and retest.

Easiest way I know of to do this is to use RTMonitor (see tip #72 at
the URL below) to show the results of the browse attempt.

Are you using SurfControl or LinkWall? That's generally where Hotmail
gets blocked, and then you simply have to open things back up with a
series of Allow URL (and perhaps port) rules.
