Getting 421 error intermittently after connecting

I am getting a 421 Service not available error occasionally when
connecting to ftp. Also got the same error today when doing a dir
command. It says port command okay, then I get the error above and
kicked off. I am running Netware 5.0 with service pack 5. It is
intermittent and it happens at diffterent times and with different
commands. Is this a nic issue? Any suggestions as to how to
troubleshoot and fix would be appreciated.
