DOS IPX Boot Disk?

I am the Technology Director for a public school district outside of
Rochester NY. We use Drive Image Pro 4 to create bootable diskettes that
support logging into a Netware 3.12 server. A wizard in Drive Image Pro
makes this process fairly painless. It makes a boot diskette with all the
necessary pieces:

LSL.com
NIC card driver
IPXODI.com
VLM.exe

It puts on the net.cfg and autoexec. bat files along with a small
executable that will recognize what type of NIC card is in the computer. I
made such a boot disk for my computer (one year old HP Vectra with a 3com
10/100 card) and it worked fine. I take the same diskette to a machine
about two years old and there is a problem.

The machine boots, it recognizes the NIC fine (a slightly different 3com
10/100 card), and then begins to load vlm.exe

It says it is loading vlm.exe then it says that vlm.exe is using extended
memory, then the machine hangs.

Any ideas why it would hang on a slightly older computer when it works
fine on a newer one?
