Tape keeps busy hours after finishing, what can we do?

We have a recurring problem with our backup; We use Arcserve for
Netware 7. Once in a while, the following message appears, when I look
at the log in the morning.

This is the end of the activity log, after the backup has been
completed. My biggest question is, why is the tape still busy 9 hours
after it finished, whe the tape is replaced for the next days' tape.
I'd also like to know what the error 6616 means..
It seems, after this has happened once or twice, the backup will
refuse to backup again, telling us to put a certain tape in, even if
it is good... If i then use astop and astart, it will run smoothly
again.
In itself not a big trouble, but still not good..
