Server High Utilization during File Copying

I am running NW4.11 with SP6. Everytime any of the workstations on our
network attempts to copy files to/from the server the server goes into High
Utilization up to 100%. Once the file-copying has been discontinued the
server returns to normal (0-20%) utilization.

I also receive error messages stating "Failure to allocate to memory cache"
during the high utilization.

Any suggestions as to how this can be avoided?
