Groupwise Rules question

Hello Folks!

I have a slightly unique problem. I'm running GroupWise 5.5.5 with
about 100 users and I want to CC or BCC every incoming and outgoing
message to a new mail account I've created called Archive for mail
archival purposes.

I've found I can set a rule on the client side to do this but I can't
find to way to prevent the user from turning this rule off.

Is there a way to lock down a rule or is there a better way to capture
all my incoming and outgoing mail?
