removing nds for nt from bdc and pdc

I am in an environment where the administrator is reluctant to follow
through with the procedure posted to uninstall NDS for NT from his PDC
if it will impact the user community. However I would like to propose
a plan: build a BDC without installing NDS for NT and install it into
the current domain. syncronize it with the current PDC, then make sure
everything was syncronized on the new BDC. remove the current PDC then
Promote the new BDC to PDC test login and other access to email and
application if that is ok that would be the fall back procedure if the
nds for nt uninstall goes wacko. Please tell me if this plan can work
or if I should just go for the uninstall from the start.
