The registration ID is the exam key (NPV-xxxxxxxxxxxxx or similar). It
will be in the e-mail that you received when you submitted your
registration through the exam locator.

Just send an e-mail to eddata at novell dot com with your cert ID and a
request for the missing certificate. I'll kick it on Monday after I see
why the Tech Spec certificate didn't get through (it should have, they
all get sent at the same time).
