secondary ip addresses problem

With have a BM server with 2 subnets

xxx.xxx.40.238 (255.255.255.248)
xxx.xxx.63.130 (255.255.255.224)

bound to the same card. Most works fine. However, some ip addresses
added to the 2nd binding fail ping.

e.g.
xxx.xxx.63.134 is fine
xxx.xxx.63.135 fails
xxx.xxx.63.136 fails
xxx.xxx.63.137 is fine and so on

why?

If we assign the IP address 195.226.63..135 to another device on teh
public side it's fine, so it cannot be our internet router.

Ping fails if the IP address is NAT or not (we use static and
dynamic). Filtering is not enabled for ping.
