Excessive Not Logged in connections from Exchange Server on reboot

Hi,

I am having a strange problem that I was hoping someone can shed some
light on with an issue we are having on our Novell 3.12 Server. We are
on an NT domain, our Exchange server is our PDC. Whenever we reboot
our Exchange Server or have an issue with one of the Exchange services
stopping due to an error, the Exchange server seems to hit the Novell
server with connections until we run out of licenses. I'll go from 60
users to 100 (60 valid users and 40 Not Logged Ins) connections
withing a matter of 2 minutes. Any ideas as to the cause and how to
resolve this? Thanks in advance!
