How do I add taskbar and quick launch function to NT 4.0 sp 6 with IE 6.0? Please read and help if you can. TIA

I am trying to enable the toolbar and quick launch function to NT 4.0
sp 6 with IE 6.0. Currently grayed out. Have installed and
uninstalled IE 6.0 but no luck. Tweakui feature was never installed
on machine. Is toolbar feature tied to lawsuit about IE/OS
integration? Do I have to find (where???) IE ver 4.0 and install then
upgrade to IE 6.0 to acquire feature? Don't think this old computer
ever had IE 4.0 on it. MS FAQ and search site no use as usual.
