If you are still developing the site, you should seriously consider using Joomla 1.7. If you are still pretty early in the site and it is still pretty small, you might start from scratch. But you can also do a migration of your existing site to Joomla 1.7. There are some different tools out there to help with the migration.
The main thing to look at are the extensions that you're using to find J1.7 compatible ones, the template, and then any customizations.

I just migrated a site from 1.5 to 1.7 using the JUpgrade extension mentioned in the article. It did a generally good job, but it changed all of my menu Itemid's and changed the order of my menu items. So I had to go and find all of my internal links and update them and reorder my menu items. Other than that, the migration went pretty smoothly.

I think that I agree with some of your sentiments, but I chose a
different method. Like Kevin Harris, I, too, am a J. "newbie," and began
developing my first site shortly after the "bug squashing event" in
early December, during which event I concluded that I should probably
develop in ver. 1.7.3 (the latest release as of early December), rather
than 1.5.
There were several factors behind this decision. First, my
understanding is that there are almost no differences between ver. 1.7.3
and ver. 2.5, release candidate (RC) 1, which will be released on
Tuesday, 24 January. Hence, I do not expect any difficulty in upgrading
from 1.7.3 to 2.5. Is my understanding correct?
Second, many extensions have already been ported to ver. 1.7, and, due
to the lack of significant differences between those versions, an
extension that works on 1.7 will probably also work on ver. 2.5. Is that
correct?
Third, as of that time (early December), I feared that I might have
significant difficulty in upgrading a ver. 1.5 site to 2.5. I reasoned
that I would likely encounter less difficulty _overall_ if I began
development in 1.7 notwithstanding that that version was very much a
"moving target" and not at all stable. As of that time, the J. core
developers were making daily changes to 1.7's source code (mostly bug
fixes).
If I were beginning development today, rather than in early December,
then I might just wait for the issuance of RC 1 on Tuesday.

Just a warning: There are a lot of posts out there that suggest using
Mattias Aguirre's jUpgrade tool to convert a 1.5 site to a 1.6/1.7/2.5 site.
Don't. It worked early on but it's been broken for awhile and I have been
told that Mattias isn't actively coding it. There's another utility called
spupgrade that you can get to do the conversion; it's not free but it works.

Don, yes, ACL being badly messed up is apparently a known bug of jUpgrade, and just as Bruce said, it’s because of ACL changes dating to sometime in the 1.6 series (I got different feedback on the “since when?” question.) This tool comes recommended: http://extensions.joomla.org/extensions/migration-a-conversion/joomla-migration/15609
I have only done two migrations so far and switched from starting sites in 1.5 only after 1.7.3 was released. I’m guessing my inexperience shows!
