Question about CJK fonts

Hello,
 
I noticed that Noto Sans SC and TC are available via the google fonts api and are nicely split into small chunks with appropriate unicode ranges for CSS. I am wondering how that was accomplished and if there's a way I can split out the Noto Sans HK font?
I'm also wondering what is the difference between NotoSans(TC|SC|HK) and NotoSansCJK(TC|SC|HK) fonts.

The Google Fonts engineering team did it, using a character frequency analysis, that was presented at TypoLabs Berlin 2018 and ATypI 2018, the videos of those are on YouTube. 
 
and if there's a way I can split out the Noto Sans HK font?

You can try! Please share the source code under a libre license if you do :)   

I'm also wondering what is the difference between NotoSans(TC|SC|HK) and NotoSansCJK(TC|SC|HK) fonts.

I believe the first have only those glyphs, the second have all regional variants but different defaults.
