Question to download of Noto Sans fonts

Dear Sir or Madam,

our colleagues from Flender China want to use the Noto Sans font for Mandarin. Unfortunately they cannot download it as they do not have access to Google.

Therefore my question would be, if I’m allowed to download the Noto fonts from https://www.google.com/get/noto/ and send it to my colleagues in China? Is that possible or do we get any legal or license issues?

If it’s possible: which font is best suitable for the Chinese colleagues/Mandarin language (we need Noto Sans)?
