Hebrew Noto Sans typeface have problems with multiple overlapping shapes for a single letter (glyph)

When I open an svg file in Chrome, with Noto Sans Hebrew text with stroke and fill, the stroke shows that certain letters have stroke lines withing the letters, indicating that the glyph is composed of multiple shapes. I suspect that it's a problem with the typeface itself, and that the author failed to union the shapes in the authoring tool, prior to exporting the font. (See screenshot.)

I install the Noto Sans Hebrew Regular static font on Windows first.

For better clarity, I changed the fill and stroke.
