Menu Bar not showing and Spell Check won't turn on on 2023 Mac Air

Hello,

I have a 2023 Mac air with Ventura 13.5.1. Since installing the most recent update, the menu bar will not show after Fn + 7 selecting it, and clicking okay. Additionally, the spell check will not allow me to enable it the box remains greyed out.
