packaging is normally an unrewarding hellslog, especially if it
at all involves python, but today three happy things happened:

1) notcurses-2.0.4 was admitted to debian with an soname of 2 (i
was patching it to stay at 1), matching the rest of the world
and closing https://github.com/dankamongmen/notcurses/issues/1056

2) notcurses application growlight-1.2.18 was admitted to
debian, helping to further 'lock in' notcurses to that
distribution (and closing
https://github.com/dankamongmen/growlight/issues/96)

3) good guy josé eliminated two rust deps, bringing a
rust-libnotcurses deb closer to reality (which would close
https://github.com/dankamongmen/notcurses/issues/355)
