Brief query: Is one still needed? It was back in the mid-1990s.... How
about today? I see that a lot of OECD countries no longer require them
if the person in question has a license in another OECD country. Does
anyone know about Japan?

Yeah, a friend in Tokyo confirmed that.

Grrrrrrrr......... That is Japan.

My one driving experience in Asia involved a 3 hour drive from Turpan
to Urumqi across the SW portion of the Gobi desert one night a decade
ago..... At night, with a full moon, while my taxi driver slept in the
back of the car (she was exhausted after a long day, which included a
camel ride). Not sure if that will help much with Tokyo rush hour.
