Rather than subject myself to ridicule and obloquy on the Translators
chat list for a simple question, I will do so here. I am translating
some documents about improprieties in the use of Lions Club money
intended for medical and dental care in the Philippines.... Lions Club
USA is demanding that grants over a decade be returned in part.... I
did not see the original demand letter, but somehow the money was
misspent by people in Japan who were in charge of its distribution in
the Philippines, and they are hashing the matter out.... A sordid
affair (you have to sink pretty low to steal money this way....).

Anyway, the question is how to translate the following, which appears
many times:

地区ガバナー田中太郎代理/キャビネット幹事山田次郎

In some cases there is only the first part, that is

地区ガバナー田中太郎

And the 代理 is omitted.... Which makes me think the first one should be
translated as Cabinet Director YAMADA Jiro/acting on behalf of
District Governor TANAKA Taro....

Any opinions out there?

I'm pretty sure you've got this right. I had an account for a club that was
XXX代用David, I seem to remember.
