En los últimos 30 años, la República Popular China (RPC) ha venido experimentando un importante crecimiento económico acompañado de una reforma política y administrativa profunda, combinando de manera pragmática elementos de una Economía de Mercado con un Sistema Político controlado por el Partido Comunista. Este cambio radical se ha traducido en su acelerado proceso de industrialización, cada vez más intenso debido a su búsqueda de recursos naturales en diversas zonas de América, África y Asia; a la vez que su Política Exterior se torna más activa en la defensa y protección de dichos intereses económicos, especialmente frente a las principales potencias mundiales. En América Latina esta situación es evidente, dado el interés chino de tener acceso al control de diversas industrias extractivas (petróleo, gas, minerales), expandir su oferta exportadora y mejorar sus relaciones diplomáticas; colocándose en una situación compleja frente a países que también tienen enfocados sus intereses en la región, como Estados Unidos y Brasil. Este número de la RAEP busca debatir en torno a las características de la actividad político-económica de China en América Latina, con el objetivo de comprender sus características, fortalezas y limitaciones, con el objetivo de entender las perspectivas futuras de dicho país en la construcción de un Nuevo Orden Internacional.

In the past 30 years, the People's Republic of China (PRC) has been experiencing a strong economic growth accompanied by a deep political and administrative reform; combining elements of a market economy controlled by the Communist Party Political System in a very pragmatic way. This radical change has been noted in its rapid and successful industrialization process, boosted by the search for natural resources in different zones of the Americas, Africa and Asia. At the same time, Chinese Foreign Policy becomes more active in the defense and protection of those economic interests, especially in front of other major world powers. In Latin America this situation is evident, given China's interest to have privileged access to the control of various extractive industries (like oil, gas and minerals), to expand its overall export level and improving its diplomatic relations; standing it in a complex situation with countries that also have focused their interests in the region, including the United States and Brazil. This number of AJPA looks for a deeper debate about the characteristics of the political-economic activities of China in Latin America, in order to understand its characteristics, strengths and limitations, as also to understand the future prospects of the country in the building of a New International Order.

在过去的三十年里，伴随着深入的政治与行政管理的改革，中国经历了一段经济飞速发展的时期。在共产党的政治体系的控制之下，市场经济的元素被以实用主义的方式结合进来。这个激进的变革能够在成功的工业化进程中被显示出来，更是被其在美洲、非洲、亚洲不同区域的自然资源探索行动所加强。与此同时，中国的外交政策在防卫与保护其经济兴趣方面变得更加积极，尤其是面对世界上其他主要势力的时候。在拉丁美洲这个现象十分明显，这给予了中国在采掘业（石油，天然气和矿石）上的控制特权，并以此来提高整体出口水平，改善外交关系。包括美国、巴西在内的国家也看重这片区域，这让境况变得复杂。这篇来自安第斯政治学杂志的文章将要带来一个关于中国在拉丁美洲的政治经济活动特点的深入辩论，以此来理解其中的特征、优势与局限，并带来这个国家在新的国际秩序的建立过程中的前景展望。
