Restricting membership?

We're getting hit by pagespam from unmoderated users. Why don't we
make membership something that requires approval and limit page
creation to people who show that the can participate in the
discussions?

Anyone figure out who created this group again?

We're getting some complaints regarding the pages on here. But I have
no clue how to remove them, I've contacted google, and flagged it, but
nothing back from them.
