Hangar - ROW Operations This Week and Next

Good morning NL, Skyview, and Ridgetop neighbors, 

The construction team at THE HANGAR reached out to the NLNA to let us know they will be conducting road operations starting today. There will be a daily lane closure on Koenig Ln. that will be in effect from 9:00am - 4:00pm starting on 9/22 and lasting through 9/26.

 

They will also be conducting operations on E. 56th St. Those operations will be less intrusive and will not require a lane closure. There will be flaggers while operations are ongoing. Those 56th St. operations will start today, 9/22 and last through 10/2.

 

Please see attached markup for the areas where they will be working.

Yes, that has been the planning from the beginning. It’s a big deal, and will change the traffic pattern on Koenig. We have many concerns about speed of cars coming eastbound, and there was talk of a pedestrian beacon that I think was discarded due to cost and complexity (or at least maybe put off for now).

There is also supposed to be - some day - bike lanes added to Koenig. Those might be inside the property line of the Hangar, but maybe someone else can weigh in on that.

Jason is correct, the plans for THE HANGAR have included a "paseo" that will be located between their two buildings.  It will have an outlet on 56th (not aligned with the street grid or alleys) and an outlet at Koenig Lane that is right in and right out only.  

The pedestrian hybrid beacon (PHB) was negotiated with what is now TPW (Transportation and Public Works - City of Austin) to be funded with the TIFs (Traffic Impact Fees) owed to the city by the developer.  That was disallowed by a state law that now requires all TIFs to be allocated to capacity of the adjacent roadways (I do not know enough about this law to speak knowledgeably about it at this time) and as a result, those funds are not specifically allocated to a specific project at this time.  Please note that Koenig Lane is a TXDoT ROW and not TPW - so the capacity and safety issues on that roadway will require negotiations with TXDoT directly - something (safety specifically) the NLNA is actively working on, along with Skyview Neighborhood Association currently.  To be clear, the PHB would have been a TPW project because the city is in charge of signalling on all the roadways within the city, but as stated above - the PHB is currently off the table.  

There will be a shared use path (bike lanes and pedestrian pathways) along Koenig on the north side of THE HANGAR and THE 501 (Leif Johnson Ford property), separated from Koenig Lane by a landscaped buffer,  which will connect to the new share use path (red paving) that TPW / Capitol Delivery Services is installing along Airport Boulevard as well as the Red Line Parkway which will follow CapMetro's Red Line tracks ROW as that path is built out following the construction of the parks at THE 501.
