Flower Baskets on Utility Poles?

Hello:

I'm wondering if anyone else is interested in seeing if Northampton could develop a program that would allow entities (either homeowners or volunteers or city staff or business, as of yet undefined) to place flower baskets up on utility poles.

I'm asking because there are a number of streets in Ward 1 that are without tree belts and this might be a good way to promote visual enhancements.

Annapolis has a good program: http://www.downtownannapolispartnership.org and we could borrow from theirs.

Mostly, I'm just wondering if there is a way to clear the path for a flower and bracket design that could be "pre-approved" if anyone wants to put one up on their street.
