So this unit will just be for charging up new packs to go into the system and periodic "maintenance" on existing packs

What is the battery for?
I often see the combination of BMS and active balancer used for larger cell counts (e.g. those used in EV and bulk storage).Perhaps this might be appropriate?
I couldn't really offer any recommendations, but this type of hardware comes up quite a bit on https://www.youtube.com/channel/UCXJ7onrDcxo2zy8yAsxqwgg where some specific hardware and general installation/operation is shown.
