RGGI, also known as 'Reggie,' has been kicked around in Pennsylvania, even ending up in the courts. Republican state senators are desperate to further enable their buddies in the oil and gas industry by making sure it never sees the full light of day. Virginia only gave it a short go, because they did it wrong: 

Change to Industrial Zoning to Allow Drilling?
Allegheny County residents will find this news of interest. Some townships effectively restrict drilling by limiting it to INDUSTRIAL zones, but this is just the opposite. One fracker is seeking a zoning amendment to change a 59-acre parcel along Rte 910 in Indiana Twp from office/commercial to light industrial. More:
