Chip usage for hit-point based things (dealing and avoiding damage) - does that scale with level, or is it always just the flat 1? If Basic is anything like any of the D&D systems that came after, 1 point is going to become pretty inconsequential before too long.

Flat 1. We'll see if scaling is at all necessary. The way I'm looking at it, flat value is weighted to the advantage of low level characters and merely useful for higher level characters.
