Nomulus Admin tool

Hello,

At the final step in
https://github.com/google/nomulus/blob/master/docs/configuration.md
nomulus tool is required however I am unable to follow 
https://github.com/google/nomulus/blob/master/docs/admin-tool.md
in order to build it.
Is this part of the tutorial still relevant and up to date?

 I am not sure from where the command 
bazel build //java/google/registry/tools:nomulus
Is required to be run from, unable to tell what the "workspace" directory is
